The UK has coordinated an international effort to address the alarming increase in falsely flagged ships, highlighting the need for improved maritime registration standards.
In an effort to combat the rising issue of falsely flagged ships, the UK is leading a global initiative, supported by 21 other nations, to address this pressing maritime concern at the International Maritime Organisation (IMO).
Recent statistics have revealed a surge in the number of vessels operating under fraudulent flags, with the tally more than doubling to 223 ships within just 22 months. Tankers and general cargo ships have been identified as making up a significant proportion.
“This is clear evidence that there is an adverse impact from fraudulent ship registration and fraudulent registries of ships in terms of maritime safety, security, environmental consequences and most importantly the human element, especially seafarers on board ships which are fraudulently registered,” the paper stated.
Investigations have identified several contributing factors to the rise in falsely flagged ships. Chief among these, the under-resourcing of many flag states has been identified as a significant issue.
Additionally, the decision by some states to outsource flag administration has been pinpointed as a key reason for the increase. These outsourced administrations may lack the stringent oversight necessary to prevent the misuse of flag registries.
In response to these findings, the UK has called for the establishment of comprehensive guidelines to assist flag states and developing nations in enhancing their registration processes.
By improving the quality and standards of maritime registration, it is hoped that the incidence of fraud will be significantly reduced.
The issue of fraudulent ship registrations was addressed during the IMO’s legal committee meeting last year. The IMO secretariat identified two shipping registries that were deemed fraudulent, drawing particular attention to flags purportedly administered on behalf of Guyana and Eswatini.
By addressing the root causes of fraudulent ship registrations, the UK and its international partners aim to develop a more secure and transparent maritime environment. The collective efforts of member states will be crucial in protecting the welfare of seafarers worldwide.
